CHICAGO – President-elect Barack Obama said Monday a review by his own lawyer shows he had no direct contact with Illinois Gov. Rod Blagojevich about the appointment of a Senate replacement, and transition aides “did nothing inappropriate.”
Obama said he is prepared to make the review public, but decided to hold off because prosecutors asked for a delay and “I don’t want to interfere with an ongoing investigation.”
Controversy has swirled around the president-elect and his incoming White House chief of staff, Rep. Rahm Emanuel, following Blagojevich’s arrest last week on charges he schemed to trade Obama’s Senate seat for personal gain.
Obama, fielding questions at a news conference, sidestepped when asked whether Emanuel had spoken with aides to the governor.
Emanuel was one of several aides who watched the news conference from the wings.
The president-elect pledged the results of the investigation by his incoming White House counsel, Gregory Craig, would be released “in due course.”
He said the probe was complete and thorough, but did not say which of his aides Craig interviewed, whether any of them was under oath at the time, or any other details.

Founded in 2005, Charitybuzz.com administers online auctions on behalf of charities that run the gamut from vacation packages, to works of art, to “celebrity experiences” like the photo op with President-elect Obama.
Charitybuzz.com chief executive Coppy Holzman said it took him two months to persuade Obama campaign officials to donate their candidate’s time, the proceeds from which will benefit the Samuel Waxman Cancer Research Foundation.
The Inauguration package is currently the highest priced item on Charitybuzz.com, and $62,500 might seem like a crazy sum of money to pay for a few precious moments of face time with the President-elect.
But after comparing to the bids drawn by some of the other experiences up for auction, it seems like a downright reasonable price.
A one-hour private soccer lesson with David Beckham doesn’t close until December 11 and has already attracted a top bid of $45,000. A private meeting with Clive Davis is going for $16,000.
A trip to Washington and photo op with Nancy Pelosi carries a top bid of $9,500, and wouldn’t we all agree that Obama is way more than 6.5 times as cool as Madame Speaker?
Dinner and a movie with Alec Baldwin is currently going for $2,750, and there are plenty of people who wouldn’t take him up on that offer for free.

CHICAGO – Bill Richardson is beardless and back in the cabinet. The governor of New Mexico and former presidential candidate appeared beside President-elect Barack Obama on Wednesday to accept his third cabinet-level post, this time as secretary of commerce.
Mr. Richardson, the first Hispanic chosen for Mr. Obama’s cabinet, made remarks in both English and Spanish as he took the assignment, signaling the importance of his selection for the new administration. Mr. Obama said he picked Mr. Richardson because of his deep experience and skills, not his ethnic heritage, but promised to produce a diverse senior team.
“When people look back and see the entire slate, what they will say is – not only in terms of my cabinet but in terms of my White House staff – I think people are going to say this is one of the most diverse cabinets and White House staffs of all time,” said Mr. Obama, who will be the first African American president. “But more importantly, they’re going to say these are all people of outstanding qualifications and excellence.”
Hispanic groups have lobbied strongly on behalf of Mr. Richardson, arguing that Hispanic voters in last month’s election helped deliver at least four states for Mr. Obama that voted for President Bush four years ago: Nevada, Colorado, Florida and Mr. Richardson’s New Mexico. Mr. Obama is also eyeing Rep. Xavier Becerra of California, a member of the Congressional Hispanic Caucus, to become the United States trade representative, a position that has had cabinet status in the past.
Mr. Richardson has served in the cabinet twice before, first as President Bill Clinton’s ambassador to the United Nations and then as his secretary of energy. Mr. Richardson had his eye on secretary of state this time around but lost out to Senator Hillary Rodham Clinton. Although the commerce slot is generally seen as a second-tier position, Mr. Obama said it would play a pivotal role in setting and executing his economic recovery agenda.
“Well, commerce secretary is a pretty good job, you know,” Mr. Obama said to suggestions that it was a consolation prize for Mr. Richardson. “It’s a member of my key economic team that is going to be dealing with the most significant issue that America faces right now and that is how do we put people back to work and rejuvenate the economy?”
As for the beard that Mr. Richardson grew after dropping his own bid for the presidency earlier this year, it was gone by Wednesday morning’s news conference. Mr. Obama, tongue in cheek, declared that a mistake. “I thought that whole western rugged look was really working for him,” the president-elect said.

President-elect Barack Obama will appoint former Federal Reserve Chairman Paul Volcker on Wednesday to be the chairman of a new White House advisory board tasked with helping to lift the nation from recession and stabilize financial markets, Democratic officials say.
University of Chicago economist Austan Goolsbee, one of Mr. Obama’s longest-serving policy advisers, will serve as the board’s staff director, along with his duties as a member of the White House Council of Economic Advisers. Members of the panel will be drawn from a cross-section of citizens outside the government, chosen for their independence and nonpartisanship.
Wednesday’s event was more of a surprise, but with it, Mr. Obama has found a place for the former Fed chairman who is largely credited with halting inflation in the early 1980s. Since the financial crisis erupted in September, Mr. Obama has leaned heavily on the 81-year-old Mr. Volcker for advice.
Advisers familiar with the team selection said Mr. Volcker’s advanced age always made it unlikely he would get the Treasury job, but Mr. Obama wanted him in the White House with Mr. Summers, who, like Mr. Volcker, moved into the center of the Obama policy orbit in recent months.

The United States government unveiled $800 billion worth of new loans and debt purchases on Tuesday, hoping another massive infusion of cash would smooth troubled credit markets and make borrowing easier for homebuyers, small businesses and students.
The Federal Reserve said it would buy up to $600 billion in mortgage-backed assets from government-sponsored mortgage giants Fannie Mae and Freddie Mac. It would buy up to $100 billion in debt directly from the companies and up to $500 billion in mortgage-backed securities.
“This action is being taken to reduce the cost and increase the availability of credit for the purchase of houses, which in turn should support housing markets and foster improved conditions in financial markets more generally,” the Federal Reserve said in a statement.
Separately, the Fed and Treasury Department announced a $200 billion program to ease commercial lending on debt like student loans, car loans or business loans. The Fed would lend up to $200 billion to holders of asset-backed securities supported by car loans, credit card loans, student loans, and business loans guaranteed by the Small Business Administration.
The program would be seeded with $20 billion in “credit protection” from the Treasury Department, which is drawing the money from the original $700 billion bailout.
“It gives institutions liquidity and it’s clearly direct lending that will help consumers,” Treasury Secretary Henry M. Paulson Jr. said Tuesday at a news conference.The announcements came one day after President-elect Barack Obama unveiled his economic team and tried to assure Americans that he was seeking to fill any leadership vacuum, and said his economic advisers would begin working “today.” The advisers include Timothy F. Geithner, his choice for Treasury secretary.

WASHINGTON — The thaw in the resentful relationship between the most powerful woman in the Democratic Party and her younger male rival began at the party’s convention this summer, when Senator Hillary Rodham Clinton gave such a passionate speech supporting Senator Barack Obama that his top aides leapt out of their chairs backstage to give her a standing ovation as she swept past.
Mr. Obama, who was in the first steps of what would become a strategic courtship, called afterward to thank her. By then, close aides to Mrs. Clinton said, she had come to respect the campaign Mr. Obama had run against her. At the least, she knew he understood like no one else the brutal strains of their epic primary battle.
By this past Thursday, when Mr. Obama reassured Mrs. Clinton that as secretary of state she would have direct access to him and could select her own staff, the wooing was complete.
“She feels like she’s been treated very well in the way she’s been asked,” said a close associate of Mrs. Clinton, who like others interviewed asked for anonymity because the nomination will not be formally announced until after Thanksgiving.
Few are predicting that this new relationship born of mutual respect and self-interest will grow into a tight bond between the new president and the woman who will be the public face of his foreign policy, though some say it is not impossible. They argue that a close friendship between the two powerful officials is useful but not essential, and is not a predictor of the success of the nation’s chief diplomat.
While James A. Baker III was extraordinarily close to the first President George Bush and is widely considered one of the most successful recent secretaries of state, Dean Acheson was not a friend of Harry S. Truman and Henry A. Kissinger did not particularly like Richard M. Nixon.
“Two of the nation’s greatest secretaries of state in the modern period, Dean Acheson and Henry Kissinger, were not personally close but were intellectually bonded to their presidents,” said Walter Isaacson, the author of a biography of Mr. Kissinger and the co-author, with Evan Thomas, of “The Wise Men,” a book about America’s postwar foreign policy establishment. “I think that Obama and Clinton could form a perfect partnership based on respect for each other’s view of the world.”
Colin L. Powell, who was President Bush’s first-term celebrity secretary of state, would appear to be a cautionary tale for Mrs. Clinton since his relationship with the president was strained, and he left office an unhappy man. But Mr. Bush’s second-term secretary of state, Condoleezza Rice, is generally not viewed as having the success her unusually tight bond with the president might have engendered.
In the Obama-Clinton relationship, advisers say, the relatively smooth nature of their talks about the secretary of state job indicate that both, for now, have a working chemistry. The advisers say that Mr. Obama was clearly interested in bringing a rival under his wing, and that he also recognized that Mrs. Clinton had far more discipline and focus than her husband.
At the same time, Mr. Obama’s advisers said, he had the self-confidence to name a global brand as his emissary to the world. He recognizes, they said, that after Jan. 20, he will have to build the kind of relationship that ensures that foreign leaders know that when Mrs. Clinton speaks, she is speaking directly for him.
“It helps to have a relationship that Bush had with Baker, that’s no doubt true,” said Martin Indyk, a former American ambassador to Israel, who was a supporter of Mrs. Clinton in the primary battles. “But if they are seen as working together effectively, I think that can be easily overcome. I don’t think he would have decided to appoint her if he didn’t want her to be effective.”
One close adviser to Mr. Obama said the president-elect also saw that Mrs. Clinton’s political skills would serve her well in the job, as happened with Mr. Baker and Mr. Kissinger. “They understood that statecraft is politics by another name,” the adviser said.
Mr. Obama and Mrs. Clinton first spoke after their primary fight on a flight in June to Unity, N.H., their first stage-managed appearance after he won the nomination. As they settled into their seats on his plane, the conversation, according to people on both sides, was far less awkward than they had feared. Over the passing weeks, the relationship gradually improved.
“They got past this long before their supporters and the party activists did,” said one Democrat who is close to both Mr. Obama and Mrs. Clinton.
After Mrs. Clinton’s speech in support of Mr. Obama at the Democratic convention, she crisscrossed the country tirelessly to campaign for him — so much so that he told aides he was impressed by the sheer number of events she was doing on his behalf.
Mrs. Clinton, it should be said, was herself diligent in advertising how hard she was working for the man who defeated her. When announcing her appearances, her press office included tallies of how many events she had held for Mr. Obama, and in how many states. At some rallies, organizers would distribute “Hillary Sent Me” buttons, as if Mrs. Clinton was being magnanimous by “sending” her followers to vote for Mr. Obama.
But Mr. Obama began calling Mrs. Clinton after some of the events — he dialed directly from his cellphone to hers one day in Michigan and another day in Florida — to check in and thank her for helping. By then, their intense primary fights over policy, which both sides now insist was more about heat than substance, had long receded.
“The reality at the end of the day was, whether it was Iran or health care or some of these other issues, we were always fighting big battles over small differences,” said a senior aide to Mr. Obama, adding that “in a campaign, conflict is what you go to.”
Substantively, the two were at odds over the Iraq war — Mrs. Clinton voted to authorize it and Mr. Obama said he would have opposed it had he been in the Senate then — and to a lesser extent over negotiations with Iran. But although Mrs. Clinton criticized Mr. Obama for being willing to sit down and talk to dictators, he has said he would have a lower-level envoy do preparatory work for a meeting with Iran’s leaders first. Mrs. Clinton has said she favors robust diplomacy with Iran and lower-level contacts as well.
In the weeks just before the election, the relationship between Mr. Obama and Mrs. Clinton further mellowed, even as she found herself in a startling role reversal with her younger rival. As a celebrity senator and powerhouse on Capitol Hill, she had helped Mr. Obama in his Senate race and offered advice when he first came to Washington; now she was the workhorse for a political phenomenon.
Since the election, Mrs. Clinton has talked to Mr. Obama only a handful of times, even as two close advisers to Mr. Obama who held top positions in the Clinton administration — Rahm Emanuel and John D. Podesta — have served as key negotiators between her and the president-elect on the secretary of state position.
But Mrs. Clinton has talked several times to Michelle Obama about raising a family in the White House and private schools in Washington. On Friday, Mrs. Obama said the two Obama girls, Malia and Sasha, would attend the Sidwell Friends School, just as Chelsea Clinton did.

WASHINGTON — After a school search that set off weeks of frenzied speculation among parents here, President-elect Barack Obama and his wife, Michelle, announced Friday that their two daughters would attend Sidwell Friends School, the prestigious academy that has educated generations of this city’s elite.
The Quaker-run Sidwell, which was established in 1883, has educated the children of at least three presidents, Theodore Roosevelt, Richard M. Nixon and Bill Clinton. And there was an added bonus: grandchildren of Vice President-elect Joseph R. Biden Jr., who are friendly with the Obama girls, attend Sidwell.
The Obama family had considered two other private institutions, Georgetown Day School and Maret School, for their girls, Malia, 10, and Sasha, 7.
But Sidwell has long been described by some as the Harvard of Washington’s private schools. Its tuition runs as high as $29,442 a year.
“A number of great schools were considered,” said Katie McCormick Lelyveld, a spokeswoman for Mrs. Obama. “In the end, the Obamas selected the school that was the best fit for what their daughters need right now.”
Mayor Adrian M. Fenty of Washington strongly lobbied the Obamas to consider a public school, but that was apparently never an option.
The Obama girls currently attend private school, the University of Chicago Laboratory Schools, where annual tuition runs as high as $21,480, and the family did not tour any public schools on their recent visits.
Since Election Day, guessing which school the Obamas would choose became one of affluent Washington’s most popular parlor games.
Camera crews staked out the schools in hopes of a glimpse of Mrs. Obama (who visited Sidwell and Georgetown Day twice) and the girls (who visited schools once this week). Parents hotly debated the merits of each.
No v. 21 (Bloomberg) — President-Elect Barack Obama’s transition team is exploring a swift, prepackaged bankruptcy for automakers as a possible solution to the industry’s financial crisis, according to a person familiar with the matter.
A representative of Obama’s team has already contacted at least one bankruptcy-law firm to say that Daniel Tarullo, a professor at Georgetown University’s law school who heads Obama’s economic policy working group, would call to discuss the workings of a so-called prepack, according to this person.
U.S. lawmakers yesterday delayed until December a vote on whether to give General Motors Corp., Ford Motor Co. and Chrysler LLC a $25 billion bailout. GM today said it would idle production at four plants an extra week and return some corporate jets to conserve cash. Automakers could use a judge-supervised bankruptcy to reduce debt and reject expensive contracts.
“It creates the environment to deal with GM’s problems but limits government financial commitment,” said bankruptcy lawyer Mark Bane of Ropes & Gray in New York.
Bankruptcy is just one option being examined. Obama told CBS News’s “60 Minutes” on Nov. 16 that government aid to automakers might come in the form of a “bridge loan,” advanced if the industry could draw up plan to make itself “sustainable.” The president-elect earlier urged Congress to approve as much as $50 billion to save automakers, using the model of Chrysler’s bailout in 1979.
Tarullo referred questions on a prepack to the transition team press office. Team spokeswoman Stephanie Cutter said, “We have not put out anything specific for the auto industry except that something needs to be done immediately.”
GM, the largest U.S. automaker, said it might run out of cash as early as the end of the year and that the risk was even greater by mid-2009. GM Chief Executive Officer Rick Wagoner said this week GM would have to liquidate if it filed for bankruptcy.
The automaker probably has weeks rather than months left before it runs out of money unless it gets federal aid, Jerome York, an adviser to billionaire Kirk Kerkorian and a former GM board member, told Bloomberg Television yesterday.
In a prepackaged bankruptcy, an automaker would go into court with financing in hand after reaching agreement with lenders, workers and suppliers on what each would give up and on the business plan to be followed. The process might take six to 12 months, compared with two to five years if the automakers followed an ordinary Chapter 11 proceeding and worked out agreements under a judge’s supervision, Bane said.
Automakers would have to depend on government financing to restructure in bankruptcy court and probably couldn’t attract private loans until they were ready to emerge from the process, Bane said.
Officials of the three automakers told members of Congress this week that they had studied a pre-arranged bankruptcy, championed by Republican lawmakers such as Senator Bob Corker of Tennessee, before dismissing the idea as unworkable.
WASHINGTON (Reuters) – President-elect Barack Obama has chosen former U.S. Senate Democratic leader Tom Daschle to be Health and Human Services secretary, news media reported on Wednesday, citing sources close to Obama’s transition team.
Daschle, of South Dakota, was an early supporter of Obama’s, encouraging the first-term senator from Illinois to make his presidential run.
He currently serves as the head of Obama’s health-care policy group as the president-elect prepares to take office on January 20.
His appointment was reported by CNN and Roll Call, the Capitol Hill newspaper.
Daschle served as the top Democrat in the Senate between 1994 and 2004, and was as majority leader when Democrats controlled the chamber between 2001 and 2003. He was elected to the Senate in 1986 and before that served eight years in the House of Representatives.
Since losing his re-election bid, Daschle has worked as a public-policy advisor for the law firm Alston and Bird.
He was not immediately available for comment.
Daschle was reported to be a candidate for Obama’s chief of staff before that job went to Illinois Rep. Rahm Emanuel.
It was likely that Barack Obama genuinely believed that he would take or have to take public financing. But when the primary was unexpectedly extended, the Obama team saw their money raising potential – and more they knew they were going to need fist fulls of it – if they were going to have any real chance of defeating the Republican election machine. With Al Gore’s loss in 2000 and Kerry’s Swift-Boating back in 2004 – they concluded that public financing would place serious limits on their ability to act. And they were right. John McCain promised to run an honorable campaign, and without adequate finance – Obama would likely not be President-elect – as was McCain’s plan. It is doubtful that in 2012 the Republicans will allow themselves to be hamstrung by public financing either. They might be moaning right now – but they are also learning. It was just a little TKO!
President-elect Barack Obama and vanquished rival John McCain talked Monday about reforming parts of the political process, but they skipped a good governance issue of mutual interest over which they sparred bitterly during their campaign: fixing the public financing system.
Obama this summer said he was “firmly committed to reforming the system as president,” even as his reversal of a pledge to participate in it drew fire from McCain, editorial boards and campaign finance reform advocates, all of whom accused Obama of virtually killing the system.
Stephanie Cutter, a spokeswoman for the Obama transition team, said Obama and McCain “share a common belief that the system needs to be reformed,” but she said “they didn’t speak about it today.”
Instead, a different Obama aide said, the discussion focused on “a common sense of reform being needed” on government spending, earmarks, military procurement, corporate welfare, climate change, immigration and Guantanamo Bay, among other areas.
McCain’s Senate and campaign staffers did not respond to questions about why campaign finance reform wasn’t discussed, but it clearly is a sore point for the Arizona senator and his team. They believe Obama was never held to account for his public funding flip-flop, which put him at a huge cash advantage over McCain in the final months of the campaign.
McCain did participate in the system, which limits candidates to spending only the amount of a taxpayer-funded grant. This year, the grant was $84 million for the general election. Meanwhile, Obama’s historic fundraising effort pulled in well more than $640 million for the primary and the general, allowing him to dramatically outspend McCain on ads, offices and get-out-the-vote efforts.
In the closing weeks of the campaign, McCain blamed Obama’s rejection of public financing and his prolific fundraising for “completely breaking whatever idea we had after Watergate to keep the costs and spending on campaigns under control.”
McCain told Fox News Sunday host Chris Wallace in October that Obama had “unleashed now in presidential campaigns a new flood of spending that will then cause a scandal and then we will fix it again. But Sen. Obama has broken it. And he broke his word to me and the American people when he signed a piece of paper, when he was a long-shot candidate, that he would take public financing if I would.”
That was a reference to a questionnaire Obama submitted last year to a coalition of non-profit groups advocating a reduction in the role of money in politics.
The questionnaire, from the Midwest Democracy Network, asked, “If you are nominated for president in 2008 and your major opponents agree to forgo private funding in the general election campaign, will you participate in the presidential public financing system?”
Obama answered “Yes.” Then, in the space provided for comments, he wrote: “I have been a long-time advocate for public financing of campaigns combined with free television and radio time as a way to reduce the influence of moneyed special interests.”
In response to another question, Obama wrote that he supported strengthening the public financing system, which was enacted after Watergate to minimize the corrupting influence of money on electoral politics.
Obama’s policy advisors still consider it a priority to revamp the public financing system, according to David Donnelly, director of Campaign Money Watch, a non-profit group that pushes for stricter campaign finance rules.
Obama’s “priorities Nos. 1, 2 and 3 are the economy, but I don’t think his commitment to (public financing) has changed,” said Donnelly. Still, Donnelly added “it’s important for him to take up this issue and show that he’s willing to follow through on his commitment.”
If Obama does champion campaign finance reform from the White House, McCain could be a key ally in Senate, predicted Donnelly, whose group during the campaign accused McCain of backing away from the issue.
McCain’s seminal legislative accomplishment was a 2002 overhaul of the campaign finance system, and for years before and after that, he sponsored legislation to revamp the public funding system. But Donnelly and other McCain critics accused McCain of shying away from campaign reform as he positioned himself for his 2008 campaign for the GOP presidential nomination.
Far from heralding a new age of tolerance, Mr Obama’s victory in the November 4 poll has highlighted the stubborn racism that lingers within some elements of American society as opponents pour their frustration into vandalism, harassment, threats and even physical attacks.
Cross burnings, black figures hung from nooses, and schoolchildren chanting “Assassinate Obama” are just some of the incidents that have been documented by police from California to Maine.
There have been “hundreds” of cases since the election, many more than usual, said Mark Potok, director of the Intelligence Project at the Southern Poverty Law Center, which monitors hate crimes.
The phenomenon appears to be at its most intense in the Southern states, where opposition to Mr Obama is at its highest and where reports of hate crimes were emerging even before the election. Incidents involving adults, college students and even schoolchildren have dampened the early post-election glow of racial progress and harmony, with some African American residents reporting an atmosphere of fear and inter-community tension.In North Carolina, four students at the state university admitted writing anti-Obama comments in a tunnel designated for free speech expression, including one that said: “Let’s shoot that (N-word) in the head.” Mr Obama has received more threats than any other president-elect, authorities say.
Marsha L. Houston, a University of Alabama professor, said a poster of the Obama family was ripped off her office door. A replacement poster was defaced with a death threat and a racial slur. “It seems the election brought the racist rats out of the woodwork,” Ms Houston said.
Second and third-grade students on a school bus in Rexburg, Idaho, chanted “assassinate Obama,” a district official said.
ISLAMABAD, Pakistan (CNN) — Barack Obama’s election as president of the United States won’t see a change in American relations with the Taliban, a senior Taliban leader in Pakistan says.
“For us, the change of America’s president — we don’t have any good faith in him,” said Muslim Khan, a grizzled Taliban spokesman who is one of the most wanted men in Pakistan, in a rare interview with CNN. “If he does anything good, it will be for himself.”
With an assault rifle on his lap, Khan answered 10 written questions, sharing his view on a range of topics from slavery to Obama’s middle name — Hussein.
He spoke in the remote Swat Valley of northwestern Pakistan, the site of frequent and fierce clashes between Pakistani troops and Taliban and al Qaeda militants.
There was no opportunity for follow-up questions.
Khan said Obama’s election may change conditions for black Americans.
“The black one knows how much the black people are discriminated against in America and Europe and other countries,” he said. “For America’s black people, it could be that there will be a change. That era is coming.”
He said he doubted Obama’s victory would lead to changes in relations between the United States and the Taliban.

“American should take its army out of the country,” Khan said. “They are considered terrorists.”
Obama has minced no words in describing how he would administer U.S. policy toward the Islamic extremists in Afghanistan and Pakistan.
When he accepted the Democratic presidential nomination in August, Obama pledged to “finish the fight against al Qaeda and the Taliban.”
And the president-elect included a blunt warning in remarks on the evening of his election victory: “To those who would tear the world down,” he said, “we will defeat you.”
Khan noted that Obama’s middle name was fairly common in the Muslim world, referring to him at times as “Hussein Barack Obama.”
“If he behaves in the way of a real Hussein, then he has become our brother,” he said. “If Barack Obama pursues the same policies as Bush and behaves like Bush … then he cannot be Hussein. He can only be Obama.”

WASHINGTON — Want a top job in the Obama administration? Only pack rats need apply, preferably those not packing controversy.
A seven-page questionnaire being sent by the office of President-elect Barack Obama to those seeking cabinet and other high-ranking posts may be the most extensive — some say invasive — application ever.
The questionnaire includes 63 requests for personal and professional records, some covering applicants’ spouses and grown children as well, that are forcing job-seekers to rummage from basements to attics, in shoe boxes, diaries and computer archives to document both their achievements and missteps.
Only the smallest details are excluded; traffic tickets carrying fines of less than $50 need not be reported, the application says. Applicants are asked whether they or anyone in their family owns a gun. They must include any e-mail that might embarrass the president-elect, along with any blog posts and links to their Facebook pages.
The application also asks applicants to “please list all aliases or ‘handles’ you have used to communicate on the Internet.”
The vetting process for executive branch jobs has been onerous for decades, with each incoming administration erecting new barriers in an effort to avoid the mistakes of the past, or the controversies of the present. It is typically updated to reflect technological change (there was no Facebook the last time a new president came to town).
But Mr. Obama has elevated the vetting even beyond what might have been expected, especially when it comes to applicants’ family members, in a reflection of his campaign rhetoric against lobbying and the back-scratching, self-serving ways of Washington.
“President-elect Obama made a commitment to change the way Washington does business, and the vetting process exemplifies that,” said Stephanie Cutter, chief spokeswoman for the Obama transition office.
WASHINGTON — Turning to campaign promises in which he pledged sweeping ethics restrictions, President-elect Barack Obama will bar lobbyists from helping to pay the costs of his transition to power or working for it in any area in which they have represented clients in the last year, his transition team said Tuesday.
Mr. Obama’s aides indicated that they expected the rules to apply to his inauguration as well as the transition, but said they had yet to make a final decision on how the inauguration would be paid for.
John D. Podesta, a co-chairman of the Obama transition, called the restraints “the strictest, the most far-reaching ethics rules of any transition team in history.”
“If someone has lobbied during the past 12 months, they’re prohibited from working in the fields of policy on which they lobbied and will have to cease all lobbying activities during their work on the transition,” Mr. Podesta said, speaking to reporters in the first official briefing by the transition team.
But the new rules do seem to leave some wiggle room. Aides to Mr. Obama, who declared during the campaign that lobbyists would not “find a job in my White House,” said the guidelines allowed for lobbyists to work on the transition in areas where they have not done any lobbying.
Further, the rules apply to lobbyists who must register with the federal government; many people who work for lobbying firms or in other areas of the influence business in Washington do not have to register, because they do not personally lobby federal officials on specific issues.
Mr. Podesta said he expected the transition to employ some 450 people and have a budget of about $12 million. Of that amount, $5.2 million will be paid by the government, with the remaining $6.8 million coming from private sources, he said. Contributions will be limited to $5,000, he said, and the transition will not accept money from political action committees.
During a presidential campaign in which he raised $650 million, Mr. Obama changed the rules of fund-raising, declining public financing and creating his own multimillion-member chain of donors. At least some of those contributors will be solicited for the transition.
As a candidate, Mr. Obama laid out more detailed and onerous ethics rules than any previous prospective president, pledging to bar appointees for two years from working on matters involving their former employers, to prohibit departing officials from lobbying his administration for its duration and to require all political appointees to disclose publicly every meeting with registered lobbyists.
The rules have led to some grumbling that at a time of immense challenges, an Obama administration could be excluding a pool of substantial talent by stopping people from working for the White House in the areas they know best.
“I’ve heard the complaint,” Mr. Podesta said, “which is we’re leaving all this expertise on the side, because we’re leaving all the people who know everything out in the cold. And so be it. This is a commitment that the American public expects, and it’s one that we intend to enforce during the transition.”
It remains unclear how the rules will affect the inauguration. President Bush raised more than $40 million for his second inauguration, mostly from companies and executives.
While aides to Mr. Obama say they are keenly aware that a lavish celebration might not be well received given the faltering economy, they indicate that the historic nature of Mr. Obama’s inauguration and the expectations of high turnout all but guarantee that the occasion, on Jan. 20, will be a huge one.
Yet in one early sign that the celebrations are likely to be somewhat scaled back, Mr. Obama canceled fireworks on election night in Grant Park in Chicago, telling his advisers that the times were too serious for that type of festivity.
“It’s going to be a balancing act,” one Obama aide said, “and I’m not sure how it’s going to be done.”
President-elect Barack Obama is hearing from private sector economists, and some members of his economic advisory team that Congress should consider — and he should sign into law in January — a far broader stimulus package than anyone has publicly discussed to date.
Instead of $300 billion dollars, which has been the upper limit, they are now talking about $500 billion, which is 3 to 4 percent of GDP.
These advisers are looking at analysis that says next year unemployment could top eight percent, private sector spending could drop six percent of GDP, and the Federal Reserve is basically out of room to do anything more with monetary policy.
So they argue the nation’s economy will need that injection of capital.
How? They’re talking about implementing it through infrastructure — roads and bridges. Tax cuts. Investments in so-called green-jobs and alternative energy development. Unemployment extensions. And other aid to state and local governments.
But the big question is: how do you get the stimulus without making it permanent spending that increases the deficit over the long term?

When a CBS correspondent reported last month that Barack Obama’s campaign had a malodorous airplane and a dismissive attitude toward the media, Robert Gibbs, the candidate’s top spokesman, was not pleased.
“Robert wrote a rather tendentious note to me,” Dean Reynolds says. “He would get in your face, not in a very heated way, but he would question your stories.”
Gibbs, who transition officials say is in line to become White House press secretary, can be funny, gossipy and an invaluable source of information about his boss, journalists say. He also monitors coverage intensively, pushing back against the smallest blog post he considers inaccurate.
“This is not someone who stays above the fray,” Newsweek reporter Richard Wolffe says. “His manner allows him to do tough stuff in a softer way. He could deliver a harsh message, but do it with a little sense of humor, so you’d feel punched in the stomach but not in the face.”
Asked about complaints that he retaliated against reporters who were deemed unfair, Gibbs invokes the pressure of the campaign. “In hindsight, there are discussions I had in the heat of the moment that if I had to do over again, you would do differently,” he says. “I don’t doubt there’s countless episodes you would go back and do over again. I think you do better when you treat people with respect. There were a couple of times that I flew off the handle.”
Now the sparring will take place in the glare of televised briefings. After a career spent working for Democratic candidates and lawmakers, the 37-year-old Alabama native is about to become the public face of the Obama administration.
While he can be combative in private, Gibbs is affable and smooth-talking on camera, often deflecting uncomfortable questions with a quip. Colleagues say Gibbs channels the president-elect in a way that goes beyond their shared passion for college football. Obama had an initial tendency to overanswer questions, but Gibbs has taught him how to pivot back to his scripted point.
“He’s the last person Barack talks to when he’s thinking about how to handle reporters’ questions,” says Linda Douglass, a campaign spokeswoman. “We call him the Barack Whisperer. He completely understands his thinking and knows how Barack wants to come across.”
That quality was not lost on journalists covering the highly disciplined campaign. “A huge asset that Robert has is that he’s in the room with the president-elect,” says Jake Tapper, ABC’s senior White House correspondent. “He has his trust and his ear. He’s not just a press flunky who gets handed a piece of paper with talking points.”

(CNN) — Two Democratic sources close to President-elect Barack Obama tell CNN that top adviser Valerie Jarrett will not be appointed to replace him in the U.S. Senate.
“While he (Obama) thinks she would be a good senator, he wants her in the White House,” one top Obama advisor told CNN Monday.
Over the weekend, Democratic sources had told CNN as well as Chicago television station WLS-TV that Jarrett was Obama’s choice to fill his Senate seat.
Jarrett, a Chicago attorney and one of Obama’s closest advisers, is a leader of the president-elect’s transition team.
Illinois Rep. Rahm Emanuel, the incoming White House chief of staff, praised her as a “valuable ally.”
“People should know that Valerie Jarrett is — and people do know — she is a very dear friend of the president-elect and a valuable ally of his, not only prior to running for president, in his Senate life, and just personally for Michelle and Barack,” Emanuel said on ABC’s This Week.

That whole anti-American, friend-to-the-terrorists thing about President-elect Barack Obama? Never mind.
Just a few weeks ago, at the height of the campaign, Representative Michele Bachmann of Minnesota told Chris Matthews of MSNBC that, when it came to Mr. Obama, “I’m very concerned that he may have anti-American views.”
But there she was on Wednesday, after narrowly escaping defeat because of those comments, saying she was “extremely grateful that we have an African-American who has won this year.” Ms. Bachmann, a Republican, called Mr. Obama’s victory, which included her state, “a tremendous signal we sent.”
And it was not too long ago that Senator John McCain’s running mate, Gov. Sarah Palin of Alaska, accused Mr. Obama of “palling around with terrorists.”
But she took an entirely different tone on Thursday, when she chastised reporters for asking her questions about her war with some staff members in the McCain campaign at such a heady time. “Barack Obama has been elected president,” Ms. Palin said. “Let us, let us — let him — be able to kind of savor this moment, one, and not let the pettiness of maybe internal workings of the campaign erode any of the recognition of this historic moment that we’re in. And God bless Barack Obama and his beautiful family.”
There is a great tradition of paint-peeling political hyperbole during presidential campaign years. And there is an equally great tradition of backing off from it all afterward, though with varying degrees of deftness.
But given the intensity of some of the charges that have been made in the past few months, and the historic nature of Mr. Obama’s election, the exercise this year has been particularly whiplash-inducing, with its extreme before-and-after contrasts.
The shift in tone follows the magnanimous concession speech from Mr. McCain, of Arizona, who referred to Mr. Obama’s victory Tuesday night as “a historic election” and hailed the “special pride” it held for African-Americans. That led the vice president-elect, Senator Joseph R. Biden Jr., to get into the act. During the campaign, Mr. Biden said he no longer recognized Mr. McCain, an old friend. Now, he says, “We’re still friends.” President Bush, in turn, also hailed Mr. Obama’s victory, saying his arrival at the White House would be “a stirring sight.”
Whether it all heralds a new era of cooperation in Washington remains to be seen, and it may be downright doubtful. But for now, at least, it would seem to be part of an apparent rush to join what has emerged as a real moment in American history.
The presidential historian Doris Kearns Goodwin said she was hard-pressed to find a similar moment when the tone had changed so drastically, and so quickly, among so many people of such prominence.
“I don’t think that’s happened very often,” Ms. Goodwin said. “The best answer I can give you is they don’t want to be on the wrong side of history, and they recognize how the country saw this election, and how people feel that they’re living in a time of great historic moment.”
Others in the professional political class were not so sure. Some wondered whether simple pragmatism was the explanation.
“My experience is, it’s less an epiphany and more a political reality,” said Chris Lehane, a former Democratic strategist who worked on the presidential campaign of Al Gore. “I’m thinking they will continue in this direction so long as the polls indicate it’s a smart place to be.”
There are notable exceptions: Rush Limbaugh has given no quarter. And while his fellow conservative radio hosts Sean Hannity and Laura Ingraham have noted the significance of his victory — on Wednesday, Ms. Ingraham said “Obama did make history” and “It’s not the time to vilify him” — they seem to be in line with Bill O’Reilly of Fox News. Relishing his new role in the opposition camp, Mr. O’Reilly said, “The guy is still a mystery, so our oversight will be intense.”
Some lawmakers also do not appear inclined to give up the fight. Representative John A. Boehner, the House minority leader, has already criticized Mr. Obama’s choice of Representative Rahm Emanuel, Democrat of Illinois, as his chief of staff.
But other people who opposed Mr. Obama, like Senator Joseph I. Lieberman of Connecticut, have good reason to try to make up with the winning ticket. As an ardent backer of Mr. McCain, Mr. Lieberman angered the Democrats, who in 2000 nominated him as their vice-presidential candidate. After losing a Democratic primary challenge in 2006 and then winning as an independent, he still continued to caucus with the Democrats.
Attending an event with Mr. McCain in York, Pa., in August, Mr. Lieberman said the race was “between one candidate, John McCain, who has always put the country first, worked across party lines to get things done, and one candidate who has not.”
As a speaker at the Republican National Convention, Mr. Lieberman went further than Democrats expected by criticizing Mr. Obama for “voting to cut off funding for our troops on the ground.” (Mr. Obama voted for bills that included plans for withdrawal from Iraq and against others that did not.)
This week Mr. Lieberman, who has been asked by the Democratic Senate leadership to consider giving up his position as the chairman of the Committee on Homeland Security and Governmental Affairs, released a statement congratulating Mr. Obama for “his historic and impressive victory.” It continued, “The American people are a people of extraordinary fairness.”
Marshall Wittmann, a spokesman for Mr. Lieberman, said that as far as the senator was concerned, “It’s over, and it’s genuinely time to find unity and move forward behind the new president.”
And what about that whole bit about Mr. Obama not always putting his country first? “He believes that President-elect Obama — and, then, Senator Obama — is a genuine patriot and loves his country,” Mr. Wittmann said. “The only point he was making in his campaign was about partisanship.”
Mr. Obama is apparently ready to bury the hatchet with his new fans. “President-elect Obama has made it clear that he wants to put partisanship behind and work together to solve the many challenges confronting the country,” said Stephanie Cutter, a spokeswoman for the Obama transition team. “We’re pleased that others do as well.”
The Senate majority leader, Harry Reid of Nevada, who will help decide Mr. Lieberman’s committee assignment, sounded less ready to forgive, at least when it came Mr. Lieberman’s support for Mr. McCain. “Joe Lieberman has done something that I think was improper, wrong, and I’d like — if we weren’t on television, I’d use a stronger word of describing what he did,” he said on CNN Friday.
WASHINGTON – It popped out casually, a throwaway line as he talked to reporters about finding the right puppy for his young daughters.
But with just three offhanded words in his first news conference as president-elect, Barack Obama reminded everyone how thoroughly different his administration — and inevitably, this country — will be.
“Mutts like me.”
By now, almost everyone knows that Obama’s mother was white and father was black, putting him on track to become the nation’s first African-American president. But there was something startling, and telling, about hearing his self-description — particularly in how offhandedly he used it.
The message seemed clear — here is a president who will be quite at ease discussing race, a complex issue as unresolved as it is uncomfortable for many to talk about openly. And at a time when whites in the country are not many years from becoming the minority.
Obama made the remark as he revealed his thinking in what is becoming one of the highest-profile issues of this transition period: What kind of puppy will he and his wife, Michelle, get for their daughters as they move into the White House.
Because Malia, 10, has allergies, the family wants a low-allergy dog. But Obama said they also want to adopt a puppy from an animal shelter, which could make it harder to find a breed that wouldn’t aggravate his daughter’s problem.
“Obviously, a lot of shelter dogs are mutts like me,” Obama said with a smile. “So whether we’re going to be able to balance those two things, I think, is a pressing issue on the Obama household.”
In his first postelection news conference, the man who will be president in just over two months described himself as a mutt as casually as he may have poked fun at his jump shot.
If he thought nothing of such a remark in his first news conference, doesn’t that signal that over the next four years, the country is likely to hear more about race from the White House — and from the perspective of a black man — than it ever has before?
It’s not necessarily that he will make a crusade about the issue once he takes office. There was little sign of that in his election campaign, in which he ran on issues like the economy with a broad appeal to all Americans.
But it does underscore that the president-elect clearly does not see race as a subject best sidestepped or discussed in hushed tones. To Obama, race in all its complications has long been a defining part of his life, and he is comfortable talking about it.
The timing seems fortuitous. Obama will be sworn in as the country is rapidly becoming more racially diverse. The latest government projections indicate that by 2042, white people will make up less than half the nation’s population.
Blacks have been elected to local and statewide office in growing numbers in recent years, a sign that the country is becoming more tolerant. Obama lost the white vote to Republican John McCain by 12 percentage points, according to exit polls of voters — a better showing than Democrat John Kerry’s 17-point deficit with whites four years ago.
Still, a conversation about race over the next four years that is more open and explicit than the country has ever heard from its president can’t be bad, can it?
Obama’s comment was all the more noteworthy coming from a man who just ended a presidential campaign in which he stayed relentlessly on-message and made few comments that could be hurled against him. This is a man who can limit himself to saying exactly what he wants to say — usually.
One remark that did haunt him came during his long-running primary campaign against Hillary Rodham Clinton. Speaking at a private fundraiser in San Francisco, Obama said some residents of depressed rural areas get bitter and “cling to guns or religion or antipathy to people who aren’t like them.”
Eager to avoid slips like that in the campaign’s closing days, Obama usually avoided reporters and seldom departed from prepared remarks.
At his news conference Friday, Obama seemed less guarded. But that led to another eyebrow-raising moment.
Obama told reporters that he has turned for advice to all “living” former presidents. But he then joked, “I didn’t want to get into a Nancy Reagan thing about, you know, doing any seances.”
The former first lady actually has not been linked to conversations with the dead. President Reagan’s former chief of staff, Donald Regan, did write that she set her husband’s schedule with the help of an astrologist.
Obama called Mrs. Reagan late Friday to apologize.
Ironically, Obama’s remarks came just a day after Italy’s Premier Silvio Berlusconi, in an apparent joke, described Obama as “young, handsome and even tanned.” Critics called the comment racist, while Berlusconi defended it as a compliment.

The Presidential Transition Project is the enormous effort of hundreds of people coming together to lay out the agenda and priorities for the Obama Administration. Led by President-Elect Barack Obama, Vice-President Elect Joe Biden, a transition advisory board, and respected leaders from both the public and private sector, the transition is responsible for ensuring that the transfer of power from the current administration to the Obama Administration is smooth and that the continuity of leadership is preserved.
The Transition Project is also tasked with reviewing hundreds of agencies and programs in the federal government and selecting new personnel to manage these important offices. Among the personnel that will be selected will be new Cabinet members, national security and federal law enforcement officials, non-career appointments, and other heads of agencies across the Executive Branch.
We will keep this transition process transparent, so that you will know which officials are being selected to serve in this administration and lead the country for the next four years. All staff appointments chosen for this administration will be committed to fulfilling Obama’s campaign promises, to rebuilding our government, and to serving the American people again.
Everyone knows that Obama would be dealt a stiff hand ~ if he were to become President.
Obama tells people what he thinks and in the direction he thinks we should go in. Look at the convention – when Obama accepted his party’s nomination – I think what many of detractors saw were the Greek columns – I barely noticed – because it was what he said that was important – he said it was not over – the Republican attack machine is going to come after him to try to win this election. Which is one of the reasons I built this blog, that and the appearance of Sarah Palin – who has either reached or is safely on her way back to Alaska:-}. When Obama became President-elect he said that there is a lot of work to do and it is going to take time. Obama’s a guy with some good ideas – and not only America but much of the world is with him – and once he becomes President – it would be difficult to understand why he wouldn’t work to get these things done. If you scroll down and listen to the speech that Obama made when he announced his candidacy for President – it sounds very similar to the speeches he used to end his campaign with — but more in his very first speech – he tells you what he is going to do once he is elected – after telling you the route by which he was going to get elected – and he got elected. The inaugurated is in January – and I am sure – a good day that will be. Most of all we trust him.
President-elect Barack Obama has begun an effort to tamp down what his aides fear are unusually high expectations among his supporters, and will remind Americans regularly throughout the transition that the nation’s challenges are substantial and will take time to address.

Mr. Obama’s advisers said they were startled, if gratified, by the jubilation that greeted the news of Mr. Obama’s victory in much of the United States and abroad. But while the energy of his supporters could be a tremendous political asset as Mr. Obama works to enact his agenda after taking office in January, his aides said they were looking to temper hopes that he would be able to solve the nation’s problems or fully reverse Bush administration policies quickly and easily, especially given the prospect of a deep and long-lasting recession.
“We have talked about this,” said Robert Gibbs, a senior adviser to Mr. Obama. “It’s important that everybody understands that this is not going to happen overnight. There has to be a realistic expectation of what can happen and how quickly.”
Joel Benenson, Mr. Obama’s campaign pollster, said he thought that the public appreciated the problems that the president-elect was facing and would judge him against that backdrop.
“I don’t think they view him as a miracle worker who in two months is going to solve an economic crisis,” Mr. Benenson said. “It is a matter of being straightforward with people about what we are going to achieve and how fast it’s going to take.”
Mr. Obama will hit that theme at a news conference he is expected to hold over the coming days, and in most of his public appearances from here on out, aides said. They said they would discourage the traditional yardstick for measuring the accomplishments of a new president — the first 100 days. Mr. Obama told an interviewer toward the end of his campaign that it was more appropriate to talk about the first 1,000 days.
Mr. Obama’s advisers said that the tone of his victory speech on Tuesday night — sober and devoid of the arm-pumping that would typically be in an address of that sort — reflected his awareness of these circumstances. Mr. Obama warned that the promises that led Americans to embrace his candidacy — be they as specific as expanding health care or as broad as changing the tone of Washington — might take as long a term to carry out.
The caution reflected the inevitable perils of taking control of the White House at such a difficult time, particularly after a campaign that stirred so much hope among voters. The economic crisis will certainly complicate Mr. Obama’s more ambitious domestic efforts like broadening health care coverage and cutting taxes for most Americans. His call for a change in the tone in Washington would require a sharp shift in history. Even with substantial Democratic majorities in the Senate and the House, passing major legislation could still be time-consuming for Mr. Obama and require compromises.
Mr. Gibbs said one of the main challenges for Mr. Obama was tamping down expectations a bit without making anyone think he was moving away from the promises of his campaign.
“The flip side of this — and I want to make sure this is also clear — we also believe that it is paramount to begin doing everything we said we would do in the campaign,” Mr. Gibbs said. “We know expectations are high. But disappointment if we didn’t try to do the things that we said we were going to do would be far, far greater than anything else. People went to the polls and elected Barack Obama because they believed the fact not only that he could do what he said, but that he would try to do what he said.”
The challenge facing Mr. Obama today is similar to one that faced Bill Clinton in 1992, the last time a president arrived in Washington with anything approaching the level of excitement Mr. Obama’s election set off around the country.
As Election Day approached in 1992, it was apparent from the crowds that Mr. Clinton drew, in their size and their faces, that his supporters expected big things after a campaign in which Mr. Clinton had promised a dramatic revamping in health care coverage and programs for the poor. At the time, a senior adviser who was traveling with him, Paul Begala, warned Mr. Clinton to add some caveats to his speeches, to avoid voter letdown should it take time to accomplish things as president.
“I remember talking about this to him in the closing days of the campaign,” Mr. Begala said. “And he started saying, ‘We didn’t get into this overnight and we’re not going to get out of it overnight.’ ”
“So I remember him talking about it and doing it — and it didn’t have any effect on the citizens,” Mr. Begala said. That was one reason, he said, that Democrats lost control of Congress two years later.
A nearly 500-point drop in the Dow Jones Industrial Average on Wednesday was a reminder that Mr. Obama’s election did not bring the financial crisis to a close, and that the economic downturn could limit his ability to pursue his full agenda right off the bat by demanding an immediate focus on trying to pull the nation out of recession. And, even if Americans are ready to bear with Mr. Obama as he pursues policy proposals, they may not as readily accept the sort of compromise that legislative accomplishment often requires.
With the Democrats falling short of a filibuster-proof 60-seat majority in the Senate on Tuesday, his agenda will probably require some modicum of horse trading for Republican support. Further complicating the picture, Mr. Obama’s winning coalition includes new voters who will be watching him closely but may not have patience for the deliberative give and take that accomplishment in Washington often demands.
“He’s got to lower some expectations, indicate the limits he’s confronting,” said Leon Panetta, a former chief of staff to Mr. Clinton. “He’s got a story to tell about how he’s confronting the worst crisis that any president has faced in modern history, and I think he can make clear that he’s going to try to deal with these problems one at a time.”
