NAIROBI — If the election of Barack Obama has been greeted with glee across much of Africa, there is at least one spot where the mood is decidedly different.
In the Sudanese capital of Khartoum these days, political elites are bracing for what they expect will be a major shift in U.S. policy toward a government the United States has blamed for orchestrating a violent campaign against civilians in the western Darfur region.
“Compared to the Republicans, the Democrats, I think they are hawks,” said Ghazi Suleiman, a human rights lawyer and member of the Southern People’s Liberation Movement, which has a fragile power-sharing agreement with the ruling party. “I know Obama’s appointees. And I know their policy towards Sudan. Everybody here knows it. The policy is very aggressive and very harsh. I think we really will miss the judgments of George W. Bush.”
While the Bush administration most recently advocated the idea of “normalizing” relations with Sudan as a carrot approach to ending a crisis it labeled a genocide, Obama’s foreign policy appointees have pushed for sticks.
Hillary Rodham Clinton, the nominee for secretary of state, has called for a NATO-enforced no-fly zone to “blanket” Darfur in order to prevent Sudanese bombing of villages. The appointee for U.N. ambassador, Susan E. Rice — a key Africa adviser to the Clinton administration during the 1994 Rwandan genocide, when President Bill Clinton was sharply criticized for failing to act — has pushed for U.S. or NATO airstrikes and a naval blockade of Sudan’s major port to prevent lucrative oil exports. Rice has vowed to “go down in flames” advocating tough measures.
Vice President-elect Joseph R. Biden Jr., who was chosen for his foreign policy experience and pressed early for U.S. intervention to stop the fighting in the Balkans, was blunt during a hearing last year: “I would use American force now,” he said.
But it remains unclear how those pre-election views will square with the president-elect, who has outlined a pragmatic, coalition-based approach to foreign policy, while also speaking of America’s “moral obligation” in the face of humanitarian catastrophes of the sort that are plentiful in Africa.
Heading off potential genocide is the focus of a task force report to be released today in Washington. The group recommends, among other things, that the Obama administration create a high-level forum in the White House to direct the government’s response to threats of mass violence.
So far, Obama has been more cautious on Darfur than some of his appointees, advocating tougher sanctions against Khartoum and a no-fly zone that might be enforced with U.S. “help.” He has not called for direct U.S. intervention.
Obama intends to keep Bush’s defense secretary, Robert M. Gates, who has already suggested that the United States will not provide much-needed helicopters to a struggling peacekeeping mission in Darfur because U.S. forces are stretched too thin in Iraq and Afghanistan. Obama has also nominated as national security adviser retired Marine Gen. James L. Jones, a former NATO supreme allied commander who has suggested that NATO’s role in Darfur should be training and support to the current peacekeeping mission rather than direct intervention.
And specialists close to Obama’s presidential campaign said that more generally, the new administration sees a need for diplomatic approaches to security crises across the continent.
“We don’t have the capacity to pacify these places militarily,” said John Prendergast, a Darfur activist and former White House aide during the Clinton administration, citing Sudan and the worsening conflicts in Congo and Somalia. “We need political solutions.”
Sudan’s U.N. ambassador, Abdalmahmood Abdalhaleem Mohamad, dismissed the calls for military action as “only election slogans.”
“You cannot claim to be disengaging from disasters like Iraq but creating a new disaster in one of Africa’s biggest countries,” he said.
The crisis is in many ways a far more complex conflict than the one the Bush administration confronted. The violence in Darfur began in February 2003 when two rebel groups attacked Sudan’s Islamic government, claiming a pattern of bias against the region’s black African tribes. Khartoum organized a local Arab militia, known as the Janjaweed, to wage a scorched-earth campaign against the three ethnic groups — mostly farmers and traders — thought to be the rebels’ political base.
Some analysts estimate that as many as 450,000 people have died from disease and violence in the conflict. About half the population of the Darfur region — about 2.5 million people — are now displaced.
Never mind that most if not all Blacks descending from slavery in the US are mixed to some degree and Hispanics are a people created purely out of the New World. In any case Bob Jones thought that these people were a sin – and not worthy of having a place at his University up until 2000 – after George Bush famously visited the school. If it really matters at all – we are glad that the BJU has now seen the light.
(CBS/AP) Bob Jones University is apologizing for racist policies that included a one-time ban on interracial dating and its unwillingness to admit black students until 1971.
In a statement posted Thursday on its Web site, the fundamentalist Christian school founded in 1927 in northwestern South Carolina says its rules on race were shaped by culture instead of the Bible.
The university says president Stephen Jones decided to issue the apology because he still receives questions about the school’s views on race.
In the statement, BJU said that it was founded to help young men and women cultivate a Biblical worldview, and to represent Christ and his teachings to others, “in every dimension of life.
- “BJU’s history has been chiefly characterized by striving to achieve those goals; but like any human institution, we have failures as well. For almost two centuries American Christianity, including BJU in its early stages, was characterized by the segregationist ethos of American culture. Consequently, for far too long, we allowed institutional policies regarding race to be shaped more directly by that ethos than by the principles and precepts of the Scriptures. We conformed to the culture rather than provide a clear Christian counterpoint to it.
- “In so doing, we failed to accurately represent the Lord and to fulfill the commandment to love others as ourselves. For these failures we are profoundly sorry. Though no known antagonism toward minorities or expressions of racism on a personal level have ever been tolerated on our campus, we allowed institutional policies to remain in place that were racially hurtful.”
The school, which has about 5,000 students, banned interracial dating until 2000.
President George W. Bush was criticized in 2000 for a campaign speech at the school while the interracial dating ban was in place.

I was agnostic on the matter of Hillary Clinton’s possible appointment as secretary of state–until last night.
If Barack Obama, the president-elect, wanted to pull a Team of Rivals play, that had seemed fine to me. And placing Clinton in Foggy Bottom would remove her from the dicey business of passing health care reform. Would it unite the party? Well, judging from the election results, the party is pretty darn united already. Despite the griping of a few Hillaryites at the Democratic convention, her voters certainly swung behind Obama in the general election (see Pennsylvania), after HRC and WJC campaigned for BHO in the fall. Unless an explicit deal was made between Obama and Hillary Clinton, it did not seem that Obama, after bypassing her for veep, had to appoint her anything for the party’s sake. Still, if Obama and his savvy band of advisers thought that handing her one of the best jobs in the Cabinet would generate political benefits they could use to advance their agenda, I, as a non-fan of Hillary Clinton, was willing to say, okay–for what that was worth.
But then this happened: the presidential transition of no-drama Obama became infected by the never-ending soap opera of the Clintons. And it really is time to turn that program off. There are plenty of policy and political reasons for a progressive not to fancy Hillary. She served on the Wal-Mart board when the mega-firm was fighting unions; she screwed up health care reform for almost a generation; she voted wrong on the Iraq war and then refused to acknowledge she had erred. But, worst of all, as the cliché goes, with the Clintons, it always does seem to be about the Clintons.
So we’ve had a week of will-she-or-won’t-she and what-about-him. Couldn’t this have been handled with a little more grace? Maybe not, since it involves the Clintons.
I don’t know how the Obama camp approached the issue. But before Obama met last week with Hillary to talk about this, his team should have done a pre-vetting of Bill. And then Obama, at this meeting, ought to have said something like this to her:
If you might be interested in the State position, there are a few issues that would come up concerning Bill. Let me run through a few. Would he be willing to release the names of his foundation’s donors, as well as those who contribute to his presidential library? Would he be willing to forego contributions and speaking fees from foreign governments, foreign heads of states, and major foreign companies that would have an interest in US foreign policy decisions? Would he be willing to discuss with my national security adviser his foreign travel plans and his foundation’s projects before they are announced and undertaken–and would he be willing to defer to us if we believe they are not appropriate or helpful at the time? I know that these are big things to ask. But given his global activity and standing, there’s not much choice. And if it’s a deal-breaker, I certainly would understand. But before you and I go down this road, we should make sure there are no major obstacles. Can you talk to him and get back to me in a day or two? And, to be helpful, Rahm has come up with a list….
Hillary’s answer would have to have been either (a) of course, or (b) thank you for considering me, but I don’t believe this would be a good fit. Two days would pass, and then the drama–or at least this part of it–could be over.
Today the news is that Bill will do what he can. AP is reporting:
Former President Bill Clinton has offered several concessions to help Sen. Hillary Rodham Clinton, his wife, become secretary of state, people familiar with President-elect Barack Obama’s transition vetting process said Wednesday.
Clinton has agreed to release the names of several major donors to his charitable foundation and will submit future foundation activities and paid speeches to a strict ethics review, said Democrats knowledgeable about the discussions.
They also said that Clinton would step away from day-to-day responsibility for his foundation while his wife serves and would alert the State Department to his speaking schedule and any new sources of income.
Does that take care of it? Note the use of the word “several.” It’s hard not to see some sticking points arising about what is disclosed and when. The negotiations between the Obama camp and the Clinton team are supposedly proceeding smoothly. But why should there be negotiations? And could it end up with news reports saying Bill Clinton is willing to reveal X, but the Obama side wants him to release X plus Y? That is, more drama. According to AP, “One Clinton adviser noted that former President George H.W. Bush has given paid speeches and participated in international business ventures since his son, George W. Bush, has been president–without stirring public complaints or controversy about a possible conflict of interest.” This does raise the suspicion that the Clintonites might not agree to all the necessary limitations. And don’t they–or at least, this aide–understand there’s something of a difference between their case and that of the Bushes (though it was probably not appropriate for Daddy Bush to engage in that activity).
Bottom-line: if HRC came fuss-free, then maybe there’d be no reason to kick up a fuss about her appointment. Yet that doesn’t seem to be what’s happening.
But there’s another issue to consider, one that has been overshadowed by the drama: if she runs the State Department in a fashion similar to how she managed her campaign, then the country will be in trouble. Her spinners went beyond the boundaries of fair and reasonable spinning. Her team was a snake pit of competitive aides. She did not master the art of refereeing internal disputes. She signed off on strategic blunders. Hers was not a steady hand.
Perhaps that’s the better argument against her. Being secretary of state isn’t just about giving speeches and touring the world as a celebrity, it’s about managing (and now reviving) the creaky and beleaguered foreign policy apparatus of the United States. And Clinton’s résumé is not strong on that front.

American elections are a powerful drug: they bring delusions of omnipotence. All that talk of “change” and “hope” brings demands for swift action: “Do it now,” “first six months,” “hundred days.” The economic crisis may indeed demand speed, but in foreign policy the reality is that, on the afternoon of Jan. 20, President Obama will face the same challenges that President Bush did that morning. And none presents much opportunity for bold new initiatives.
That’s fortunate. Incoming presidents making big decisions in a hurry is a surefire recipe for error. Think JFK and the Bay of Pigs. More recently, George W. Bush’s reflexive ditching of the Clinton administration’s strategy on North Korea was a misstep it has taken years to retrieve.
The foreign-policy and national-security inbox shows that, even on pressing issues, Obama has the luxury of time. A quick overview:
Iraq. Obama has pledged to withdraw U.S. troops. But that’s already getting under way. At issue still: the pace of the drawdown, a date for final disengagement and the number of U.S. troops who should then remain as last-ditch guarantors of a democratic government in Baghdad. No Iraqi politician is going to be able to engage seriously on those topics until after their own elections next fall.
DALLAS (Reuters) – Republican evangelicals are not the only political base vice presidential pick Sarah Palin is energizing.
Democratic foot soldiers have sprung into action in response to John McCain’s running-mate’s personal attacks on their candidate, Barack Obama, her opposition to abortion rights and her endorsement from religious conservatives.
“When Palin’s radical and extremist views are combined with her inexperience and questionable record, it makes for an energizing brew more potent than Red Bull,” said Colorado Democratic leader Pat Waak, referring to the caffeinated energy drink.
Palin’s impact on the left was seen almost immediately after her rousing speech last month at the Republican National Convention, when Obama’s campaign reported the next day that over $8 million had poured into it from over 130,000 donors.
More recently, Palin drew the ire of Democrats when she accused Obama of “palling around” with terrorists because he served on a community board in Chicago with former 1960s radical William Ayers.
“Her attacks will make liberals see red,” added political scientist Cal Jillson of Southern Methodist University.
The Alaska governor, skewered on late-night comedy shows and an object of liberal wrath on the blogosphere, has also proven an able fund-raiser for other secular and liberal causes before the November 4 presidential election.
Songwriter Gretchen Peters is donating the royalties from her song “Independence Day” during this election cycle to Planned Parenthood — and asks that donations be made in honor of Palin. Planned Parenthood provides women’s health-care services, including abortion clinics, and is frequently a target of social conservatives.
Peters was angered by the McCain/Palin campaign’s use of the song, which is about domestic abuse.
“The fact that the McCain/Palin campaign is using a song about an abused woman as a rallying cry for their vice presidential candidate, a woman who would ban abortion even in cases of rape and incest, is beyond irony,” Peters says on her website.
“They are co-opting the song, completely overlooking the context and message, and using it to promote a candidate who would set women’s rights back decades,” she says.
Planned Parenthood spokesperson Tait Sye said a separate online campaign to raise money on its behalf “in honor of Sarah Palin” has netted more than $1 million from over 38,000 donors in all 50 states and two-thirds of the donations are from new donors who have not contributed to it before.
Organizations and activists who support abortion rights are a base for the Democratic Party. Abortion is a sharply divisive and highly partisan issue in the United States.
Palin, who bills herself as a moose-hunting mother of five, gave birth last spring to a Down syndrome baby and strongly opposes abortion rights.
“Sarah Palin has energized the Republican base in unexpected ways and there is always countermobilization to a successful mobilization,” said Jillson.
In the battleground state of Colorado, Democratic Party officials said they were getting a boost from Palin’s presence on the ticket.
“I am meeting women who have never been involved before, and they are really energized to work on behalf of the Obama-Biden ticket,” said party leader Waak.
The factors that make Palin such a target for liberals of course are the same that have enabled McCain to solidify his support among the Republican Party’s evangelical base.
President George W. Bush, a Republican, got almost 80 percent of the votes cast by white evangelical Protestants in the 2004 election and analysts have said McCain, who had failed to really excite this group before he picked Palin, cannot win without them.
Evangelicals account for about 25 percent of the U.S. adult population, giving them clout in a country where faith and politics often mix.
